Sorry what nelli said above. Rep can also decrease.. IF you click the REP button and choose "I DISAPPROVE" it will go down.
and from Inside news, Soon there will be new feature for "thumbs down" .. So you can decrease someone respect.
Of-course, there will be some conditions, to prevent misuse.

I havent think about all the conditions.. but only ppl will number of post are able to use them...

IF someone misuse it number of time he/she will loose the option to use it...

and

Only X number of times you can use that button in a day...

I guess that would be good enough.
